No. 114 of 9th May, 1947, and to request your assistance in recruiting

3 Engineers for the purpose of the preliminary investigation work on

the Tai Lam Chung Reservoir project.

The sum of $394,300 in the draft estimates under Item 14'

(20) of the Loan Schedule (enclosure 5 to the despatch under reference)

includes provision for the personal emoluments of 4 Engineers. The

salary of one Engineer, Mr. V. Rumianzeff, whose appointment on contract

41832 Appts. for two years you approved in your telegram No. 510 of 15th July,

1946, is already being charged to this vote. It will therefore be

necessary only to recruit three Engineers, provided the estimate of

expenditure is approved.

I submit the particulars of office, and you will note that

I recommend an initial appointment on contract for three years, which

can be renewed by mutual consent, with a possibility of a permanent

appointment if a vacancy in the pensionable establishment occurs and

the officer's services have been satisfactory.
